A Message from Allan

     Hello, My name is Allan Rhodes, and I am running for State Senate Seat District 7, State of Alabama.

     We need dedicated, passionate, conservative leadership to lead Alabama in the future and as a conservative Republican I have decided to enter the race for the Alabama Senate Seat District 7. We also need unity in the Republican party and I believe that all of those who are currently running for this open seat are capable of representing the people of District 7, therefore I pledge to run a clean campaign on my capabilities, skills, experience and support whom ever wins the Republican Primary with all the vigor necessary to win the seat.

     During the next session of the Alabama Legislature District 7 will have no Senate representation when we need it the most. With BRAC looming, we need support for infrastructure, from roads to schools, and with the economy on a downturn North Alabama needs all the representation it can get to help weather the economic storm on the horizon.

     It is no surprise that the state’s Education Trust Fund budget (ETF) is in proration. The question is whether we are willing to propose a realistic budget for Alabama education that reflects the economy of the State and does not dip into the recently established rainy day fund, which is now tied to the Alabama Trust Fund. The citizens of Alabama voted to utilize the monies generated by the natural gas leases in the Gulf for rainy day issues however, as a State Senator I would not vote for an unrealistic ETF budget that will cause the Governor to declare proration in order to dip into that fund.

     I believe that this is the time for the State Senate and Legislature to get very lean in it’s spending and save the Alabama Trust Fund monies for truly a rainy day. When elected I would propose a bill that would set aside 10 percent of all state revenue each year for a new Rainy Day Fund, one that does not deplete the Alabama Trust Fund, to be used if state revenue dropped below a certain level to be determined. This 10% would be split into 7% each year for the ETF and 3% for the General Fund, with a cap of $2 billion for the ETF and $750 million for the General Fund. If 10 percent is good enough for God and the church then the State surely could set aside 10 percent for a rainy day fund instead of dipping into the Alabama Trust Fund and creating a bigger crises down the road. The State must put forward a truly balanced budget not one that when signed into law is already in proration but reflects the income of the previous year instead of an unrealistic projection for the next.

     I remember in the early 80s when job hunting was not very promising for college graduates in Alabama or around the country. However, the economy did improve and President Reagan’s economic policies worked by creating an environment where business could flourish, creating jobs and stimulating the economy through lower taxes and less unnecessary federal regulation. Lets return to the conservative responsible government that made Alabama great and spend what we have, keep taxes low, and encourage entrepreneurship to create the jobs for the future of Alabama.
